Vicky Bailey has more than three decades of high-level government, entrepreneurial, and corporate experience in energy and regulated industries. She is the Founder and Principal of Anderson Stratton Enterprises, LLC, a management consulting firm providing companies with strategic advice in the areas of state and federal government, regulatory affairs, public policy, and business—particularly in energy-related fields. Before founding Anderson Stratton Enterprises, Bailey was an equity owner of BHMM Energy Services, LLC, a certified minority-owned energy facilities management company. In partnership with Citizens Gas, BHMM won a contract with the Indianapolis Airport Authority to conduct a $38 million enterprise involving the construction, operations, expansion, maintenance, and management of the central energy plant and the connector for a new midfield terminal.
Bailey has also had a distinguished public service career, beginning in 1986 as a Commissioner at the Indiana Utility Regulatory Commission, appointed by Governor Robert Orr. She went on to become Commissioner at the Federal Energy Regulatory Commission, appointed by President Bill Clinton. She was later appointed by President George W. Bush to be the leading international official at the U.S. Department of Energy as the first Assistant Secretary for both Domestic Policy and International Affairs. During her appointment, Bailey served as Vice Chair of the International Energy Agency, and post-September 11, 2001, she chaired several bilateral international working groups among energy-producing nations. Other commissions include serving on the Presidential Commission for the Smithsonian’s National Museum for African American History and Culture, appointed by President George W. Bush; the Blue Ribbon Commission on America’s Nuclear Future, appointed by Secretary of Energy Steven Chu at the direction of President Barack Obama; and the National Petroleum Council, appointed by Secretary of Energy Ernest Moniz. She is also a member of the Council on Foreign Relations.
Bailey’s numerous directorships include the American Association of Blacks in Energy, Batelle Memorial Institute, EQT Corporation, the Foundation for Energy Security and Innovation, Occidental Petroleum Corporation, Resources for the Future, The Conference Board, TXNM Energy, and the United States Energy Association (USEA). Recent awards include the 2023 Rosa Parks Trailblazer Award from the Southern Youth Leadership Development Institute, the 2020 Champion Award from the Women’s Council on Energy and the Environment, and the 2019 James E. Stewart Award, named after the person instrumental in establishing the American Association of Blacks in Energy.
Bailey graduated from Purdue University with a BS in Industrial Management, and she completed the Advanced Management Program at The Wharton School, University of Pennsylvania.
